Introduction Of Student Loans

The Higher Education Loans and Scholarships Board (HELSB) was established by the Higher Education Loans and Scholarships Act No. 31 of 2016. HELSB replaced the Bursaries Committee which was established by Statutory Instrument No. 182 of 1973 of the Education Act CAP 134 of the Laws of Zambia. HELSB took over the administration of student loans and scholarships from the Bursaries Committee.

Deputy Director – Scholarships and Credit

Managing and coordinating periodically the development and review of policies,
regulations, procedures and guidelines in order to guide the administration of student
loans and scholarships;
Managing effectively the development and implementation of student loan recovery
strategies in order to grow and sustain the Revolving Fund.
Managing and coordinating timely granting and disbursing of student loans and
scholarships to eligible students in order to facilitate access to higher education.
Managing effectively the maintenance of database on student loans and scholarships
documentation in order to ensure compliance with legal and regulatory requirements
as well as facilitate informed decision making.

Managing


Managing and coordinating timely engagements with students, higher education
institutions (HEIs), employers, cooperating partners and other relevant stakeholders in
order to increase student financing, widen beneficiaries and enhance transparency
and accountability in the award of student loans and scholarships and recoveries.
Managing timely development of risk management initiatives in order to mitigate risks.
Managing timely reconciliations of student records across all functional areas within
HELSB, with HEIs and other cooperating partners in order to ensure a balanced
portfolio.


Managing timely implementation of the Performance Management System in order to
monitor, evaluate and enhance performance.
Effectively managing human, financial and other resources in order to facilitate
achievement of Institutional objectives.

a.Reporting to the Chief Executive Officer, the Principal Accountabilities will
include:

a. Reporting to the Manager – Audit, your principal accountabilities will include:

Undertaking effectively, the development, implementation and review of ICT audit policies, procedures and guidelines in order to ensure effective internal audit function; Undertaking effectively, the development and implementation of ICT audit annual plans in order to ensure effective and prudent utilization of financial resources; Undertaking effectively, the planning and performance of ICT audit assignments in order to provide assurance on the effectiveness and adequacy of governance, risk management and control processes and recommend improvements; and Undertaking timely monitoring and evaluation of planned programs in order to assess their impact and facilitate the development of appropriate interventions.

a. Reporting to the Manager – Procurement and Supplies, your principal
accountabilities will include:

Undertaking effectively the procurement of goods, works and services in order to facilitate implementation of programmes; Undertaking accurately the preparation of bidding documents in order to facilitate the sourcing/tendering processes; Undertaking effectively the provision of secretariat services to the HELSB Procurement Committee in order to facilitate smooth conduct of business; Undertaking effectively the maintenance of an up-to-date Supplier Register in order to establish a reliable supplier base; Undertaking effectively the maintenance of accurate records of goods, works and services in order to facilitate efficient storage and retrieval of information; and Undertaking timely, the preparation of Unit monthly and quarterly procurement reports in order to meet statutory requirements and facilitate decision making.

a. Reporting to the Chief Executive Officer, your principal accountabilities will
include:


Managing timely, strategic communication to effectively communicate specifically
targeted messages, goals and values to the public;
Managing and coordinating timely engagements with students, Higher Education
Institutions (HEIs), employers, cooperating partners and other relevant stakeholders in
order to increase awareness on HELSB services.
Managing effectively the hosting corporate events and exhibitions, and development
and implementation of promotional activities and materials in order to enhance and
sustain the HELSB brand;


Managing timely, the updating of content on HELSB media platforms in order to
inform the public and stakeholders on HELSB services and activities.
Coordinating effectively the development and dissemination of IEC materials in order
to enhance the visibility of the institution;
Managing and undertaking timely, the preparation of press statements and briefings in
order to provide information on topical issues;
Managing and undertaking timely, engagements with the media in order to build and
sustain partnerships and facilitate provision of information to the public and
stakeholders;


Managing effectively call centre functions and provision of customer service in order to
provide appropriate information, address customer queries and sustain the positive
image of HELSB;
Managing effectively the implementation of Social Corporate Responsibility programs
in order to promote the visibility of the institution to the public; and
Managing effectively human, financial and other resources in order to facilitate
achievement of set objectives.

a. Reporting to the Chief Executive Officer, your principal accountabilities will
include:


Managing and coordinating the development and implementation of risk management
policies, procedures and guidelines in order to provide a framework for risk
management;
Managing and coordinating the development and implementation of risk action plans
in order to ensure effectiveness of the risk management function;
Managing and coordinating timely identification, assessment and mitigation of risks in
order to provide reasonable assurance that organizational objectives and goals will be
achieved;


Managing and coordinating effectively, risk awareness programmes in order to
enhance a risk aware culture within the institution;
Managing and coordinating timely compliance audits in order ensure compliance with
internal policies, contracts/agreement and legal requirements;
Managing and coordinating timely monitoring and evaluation of departmental
programs in order to assess their impact and facilitate the development of appropriate
interventions;
Managing effectively, human, financial and other resources in order to facilitate the
achievement of set objectives.

b. Qualifications and Experience
Full Grade 12 Certificate;
Master’s Degree in Business Administration/Economics/Banking and Finance/Statistics
or its equivalent
Minimum of 10 years of experience in financial management, credit administration, or
scholarship program management, with at least 4 years at management level.
